I have more than more than 30 years of experience in the realm of Emergency Medical Services. I am currently employed full time as the Emergency Preparedness Coordinator for Sutter Roseville Medical Center (SRMC). In this, I provide training for the whole hospital facility and also other Sutter Health affiliates. I also provide training for and EMS/First Responder personnel, Fire Department personnel and Law Enforcement in the realm of Emergency Medical Systems, Trauma Management and Disaster Preparedness and Response. I also provide Disaster and Emergency Department policy creation not only for my Sutter Health affiliate, but all Sutter Health affiliates in our system. I am also an open resource foe other Sutter Health Emergency Preparedness Coordinators and have provided training, guidance, resources, exercise lead and lend a general open ear to listen and assist with questions and needs.
I have planned, designed and been the Exercise Lead for many Homeland Security Exercise Evaluation Program (HSEEP) compliant disaster drills internally with key community and federal partners for Sutter Health, but also as a consultant designed and led HSEEP Compliant disaster drills for agencies such as the California Department of State Hospitals, Oklahoma Primary Care Association, Montana Primary Care Association, the Arizona Coalition for Emergency Response (AzCHER) and more. The drills would range from discussion- based exercises (i.e., Tabletop Exercises) to Operations – Based exercises (i.e., Functional Exercises and Full – Scale Exercises). On average, have designed and led between 12 – 21 exercises/drills per year at SRMC, including a recent one in 2023 which included the California National Guard with a simulated crash/mass casualty response for a Blackhawk Helicopter.
I am a certified Master Exercise Practitioner (MEP) and a National Healthcare Disaster Professional (NHDP). I am a certified instructor for the California State Training Institute (CSTI) for First Responder Operations (FRO) Decontamination course and was on the team to update the FRO training used across the country, in 2013. This course provides education and hands- on training for response to chemical spills, contamination and WMD response for first responders as well as first receivers (i.e., hospital personnel).
I also work closely with the EMS Agency and have created multiple policies for the Sierra Sacramento Valley (S-SV) EMS Agency used in the 10-county EMS Region. I work with a strong team of individuals and provide guidance as needed. I also am the key contact with our community and federal partners related to emergency management, such as the Office of Emergency Services (OES); Health Departments; ambulance, fire and law enforcement services, FBI and National Disaster Medical Systems (NDMS). I firmly believe, like Winston Churchill did, that together we stand and divided we fall. If a disaster strikes, we must all work together for the benefit of the community, the state and the nation. I have the knowledge, friendship and the respect internally and of that of other hospitals and our community providers to do just that. These connections are critical and can guide us through trying times (such as COVID response) utilizing the four phases of emergency management to any incident.
I also serve or have served on a multitude committee, such as the S-SV Emergency Medical Control and Regional and State Trauma Committees; the Placer County Emergency Preparedness Committee; Sacramento County Emergency Preparedness Committee; the Region III-IV Disaster Medical Health Group Committees; Region III Chempack Planning Committee; the State of California Trauma Systems Committee, the City of Roseville Hazard Multi-hazard Mitigation Committee, Placer County Hazard Mitigation Planning Committee; Board Member of the National Hospital Incident Command System (HICS) Advisory Board with the Center for HICS Education in Washington D.C. and member of the National Hospital Incident Command System (HICS) Advisory Board with the California Emergency Medical Services Authority (EMSA) and many others. I am currently the Chair of the Placer County Emergency Medical Control Committee and was the Co-Chair of the Sierra Sacramento Valley Regional Emergency Preparedness Committee until 2023.
