Todd Smith, MHA
Todd Smith is Vice President, Network Operations for Sutter Health. He serves as Sutter Health Network’s operations lead with accountability for network performance and development, CIN administrative operations, products and services, strategic planning, value-based contract management, program administration, and financial management. He is also responsible for developing the structure to support physician alignment, referrals and partnerships, and market-facing relationships with payer and employer partners. Mr. Smith works closely with his dyad partner, Chief Medical Officer Network Performance Management.
Mr. Smith also serves as the Executive Officer for Sutter Medicare Direct, a Medicare Shared Savings Program that serves over 125,000 Medicare beneficiaries. This innovative, value-based payment model with the Centers for Medicare & Medicaid Services (CMS) is designed to enhance quality and reduce the total cost of care specifically for people with Original Medicare.
Since joining Sutter in 1995, Mr. Smith has held various executive positions throughout the organization. As Vice President, Product Development and Management he served as Sutter Health’s primary health plan market strategist and portfolio manager. As Vice President, Strategy and Business Development he led strategic planning, business development, employer, broker and physician sales and relationship management teams. At the Sutter Health East Bay Region, he oversaw strategic planning, marketing and communications teams. He also served as Sutter East Bay Medical Foundation’s interim Chief Operating Officer. As Vice President of Managed Care, Smith led system-wide payer negotiations and managed Sutter Health’s payer relationships.
Mr. Smith has a bachelor’s degree in biological sciences from the University of California, Davis, and a Master of Health Administration from the University of Southern California.
